Construction Company in Baku: Civil and Industrial Construction in Azerbaijan to European Standards

Azercell Khazar Center, Port Baku

The Azercell Khazar Center fit-out at Port Baku, completed in 2023, is one of MECC's most recent completed projects in Azerbaijan. The scope covered the full corporate interior fit-out of Azercell's Khazar Centre: reception areas, workspaces, finishes, and all associated MEP and data systems, delivered to the standard expected of a major telecommunications company's principal office.

Port Baku is one of the most prominent commercial addresses in the country. Delivering a corporate fit-out at this location required precise coordination across trades, strict programme management, and finishes that reflect the client's brand and operational requirements accurately. The project was completed in 2023.

Real project photos from the Azercell Khazar Center are available in MECC's project portfolio.

MECC's Azerbaijan Portfolio

Alongside the Azercell Khazar Center, MECC has delivered a further eight completed projects in Azerbaijan since 2017, across hospitality, healthcare, commercial, residential, industrial, and retail sectors.

- Grand Hotel Seabreeze (Baku, 2023): civil works for a hospitality landmark on Baku's seafront

- Liman Clinic (Baku, 2022-2023): civil construction of a healthcare facility

- Chinar Park Business Center (Baku, 2022): civil construction of a commercial office building

- Shayifli-Sarigishlag WWES (Zangilan, 2022-2023): water and wastewater engineering systems delivery

- Hovsan Residence (Baku, 2021-2022): residential civil construction

- Sharg Bazari (Baku, 2021-2022): fit-out works at a commercial market

- Port Baku Boutiques (Baku, 2017): luxury retail fit-out for IWC, Opera Gallery, and Louvre flagship spaces

- Bravo Supermarkets (Baku, 2018): multiple retail fit-outs across Baku, including the 28 Mall location

The range is broad: from a wastewater engineering system in Zangilan to luxury boutiques at Port Baku. The consistent thread is delivery to a single quality standard across every project type.

What MECC Delivers in Azerbaijan

MECC's scope in Azerbaijan covers all three of the group's core disciplines.

Civil construction covers the full building lifecycle: excavation, rebar, concrete, waterproofing, superstructure, interior fit-out, and MEP integration. This applies to residential, commercial, and hospitality projects equally.

Industrial construction covers the heavier end: steel and mechanical erection, piping and instrumentation, electrical and SCADA systems, insulation, sandblasting and painting. The Shayifli-Sarigishlag WWES project is an example of this capability applied in the field.

MEP covers mechanical, electrical, and plumbing systems as a stand-alone scope or integrated with civil works: HVAC, plumbing, electrical distribution, data and CCTV, and firefighting systems.

For larger or more complex scopes, MECC delivers under EPC (engineering, procurement, and construction) contracts, providing single-point responsibility across all phases.

European Standards and ISO Certification

MECC operates to European norms and Western practices across every market, including Azerbaijan. The group holds four internationally recognised management system certifications:

- ISO 9001: Quality Management

- ISO 14001: Environmental Management

- ISO 45001: Occupational Health & Safety

- ISO 50001: Energy Management

For clients in Azerbaijan evaluating international or regionally operating construction companies, these certifications provide independent assurance that MECC's processes meet a verified standard, not just a claimed one. The same certified processes applied on projects in Hungary and Greece apply in Baku.

MECC Group has over 11 years of experience, with the Azerbaijan operation predating the group's expansion into Hungary and Greece.
